Is tithing biblical

A friend of mine once asked me if tithing was biblical, he meant should he give 10 percent of his income to God?

What he meant was the Church but it raised a lot of questions such is it gross or after tax and could or should it be the local Church or could some go to mission organisations or other Christian charities?

The first thing to try and understand in this is where was the original tithe destined for in Jesus's day?.
